Service Pack (SP)
A service pack is an update to an existing release that includes

It is not a replacement for an installation of the Oracle product, but a package of changes and enhancements to it.

Rolling Patches
Between service packs, rolling patches are issued to provide bug fixes for individual components.
A rolling patch does not provide product enhancements.
Note: Service packs and rolling patches are available for download only for registered support customers.
